One of the major issues with faction PvP Balance, is that usually the faction with more elite guys running around will win, on most fallout servers this means for example, NCR dominate when they have like 10 guys as Veteran Rangers, Legion Dominates when it has 10 guys as centurions, Enclave and BoS both dominate when they have 10 guys running around in Power Armour. This Also usually means that anyone not in those elite groups is just useless in combat and destined to get stomped on relentlessly.
My suggestion is the following:
Place a per faction limit on elite roles - For roles such as Veteran Rangers and Centurions, or Paladins and Enclave PA soldiers.
Limit high end guns to these elite roles for factions - So only Veteran Rangers and Centurions can use Anti Mat for their respective factions, or only Paladins can use Gatling Laser and only PA soldiers can use Plasma Caster.
I'd like to see a server where the average guy is walking about in low end faction armours and using mid end weapons instead of a server where everyone has Power armour and uses the Anti Mat.
