Respawning Hostile NPCs

So, I know that daily quests will be a thing, but my suggestion is for there to be passive hostile NPCs that spawn around the map that players can kill. They will respawn over time without having staff or GM/ET do it. This would allow for patrols to get attacked, have things to do during off time and the quests can be tied in. For explain, a quest can be "Kill 25 Radroaches" and they will spawn in a set location somewhere that the player will have to find and the quest can reward stuff like XP, money, or even weapon drops.

This would have to be custom coded no doubt, but it would give life to the world as no one would have to manually spawn them in, they would be automated on a timer. XP could be shared between players who deal damage to said NPC so that way things are fair. It could also be coded that GMs/Staff have the ability to temporarily disable the spawns if a war happens, an event, or anything like that. Then when it is over, the spawns can be turned back on.
